(click to show/hide)From what I read in the cover blurb of Welt am Draht, which I will order myself soon, the concept is slightly different though. Welt am Draht seems to have people unaware of their actual environment and then maybe slowly uncovering it and The Thriteenth Floor has the main character entirely aware of the situation and consciously heading into the virtual world.
Not according to the plot description on Wikipedia. Spoiler! Seriously!!
I didn't read the description of Welt am Draht, as I still want to see, then again discussing this might spoil it nonetheless
