The Cushing Doctor Who was dreadful, and his interpretation was not considered canon. He is never referred to as one of the 11 incarnations. Even Paul McGann managed to claim the 8th spot despite that film being weak as well, because his Doctor was continued in comics, etc.
I agree that the films are a bit weak, but I put the blame more on scriptwriter Milton Subutsky and director Gordon Flemyng than on Peter Cushing. I can understand that Dr. Who fans of the time disapproved, but I thought they were quite fun.
