My local Library recently sold off all of its DVD's at around £2 each, I would have bought some, but after seeing the state of the discs I couldn't do it.... and had to go to Blockbusters to buy some :p

Ditto my local library did the same, and amazingly several were still unopened! Also were £2 each

I hardly ever borrow DVD's from a library or a DVD store becuase they are always in such poor condition! I think I must just have really bad luck becuase it seems whenever I borrow one it is scratched to the point that it hardly even plays. My High School library had DVD's you could borrow but their collection was limited, and they had a lot of educational documentaries for classes so I didn't use it often.
