I'm not sure if Joni Mitchell is the best possible example for good music within the late 60's.
In fact I never liked it very much and preferred the (at that time) unheard sounds of David Bowie

She may not have the greatest voice, but her talents as a songwriter are unmatched by anyone today. I posted those two songs because of the rich lyricism.

Agreed on the quality and the rich lyricism.
But for "Songwriting" a minimum of musicality is required.
So (and I admit that I'm quite alone on this position): Poet? Yes! - Songwriter? No!
She had something to say and she chose to say it by (musically quite basic) songs.
Probably because the last time you were able to reach a larger audience with poetry alone, was in the late 19th century.
This is coming from someone who wasn't born until 1965.
My musical awareness started somewhere around the mid 70's and I wouldn't have recognized quality in music until the late 70's.
So don't take my opinion too serious.
The quality of a song is mostly a personal thing. And this explicitly includes the personal context in which the song was heard. One of my favourite Christmas albums for example is "Manfred Mann's Earthband: Somewhere in Africa". It's definitely not a Christmas album, but I first heard it in December 1983 and didn't take it of the turntable until January 84.
